Postal Financial Services Study – World Bank

We performed a pre-feasibility study for the development of a postal financial services system through Sri Lanka Post in the framework of a World Bank mission to assist the Government of Sri Lanka with the reform and commercialization of the country’s postal services.

Diagnostic Operational Review and Management Support – Sri Lanka Insurance Corporation Ltd

Financial Access was mandated to provide Technical Assistance to Sri Lanka Insurance Company Ltd. (“SLICL”), which was sold by the Sri Lankan Government to a consortium of 3 related Sri Lankan companies. The Consortium acquired 90% of the shares.

The work was divided over 2 phases:

Phase I – Review Phase

In the Review Phase, the life insurance and the non-life insurance operations were screened. The scope of this review included areas of product development, marketing, sales promotion, re-insurance, fraud reduction, Information Technology, actuarial valuations, quality assurance and asset management.

Phase II – Development and implementation

During this phase, ongoing assistance to the management of SLICL was provided in the development and implementation of the insurance company’s operational and management capabilities. Our advisers designed and implemented amendments and new programs, procedures and systems. They were executed through hands-on assistance and guidance from full-time interim management insurance experts.
